Evaluators Course

TRAINING TECHNOLOGY INTERNATIONAL
JAR-FSTD SIMULATOR EVALUATORS’ COURSE OVERVIEW

Course Objectivesdubai_oct09

This course is a good foundation  for prospective FSTD evaluators. and those wishing to experience and practice the job of an evaluator.  Not only do you get to learn from a team of experts, you get the benefit of their  many years of experience.

To become a qualified National Aviation Authority (NAA) / EASA Inspector other requirements must be met that are, currently, set by the individual NAA's. Most NAA's require their inspectors to have completed the TTI course or a similar one as part of their training towards being recognised as an inspector.

These days the process of evaluating and qualifying a FSTD is common throughout the world, and although NAA regulations do vary somewhat, the standards are consistent.   Although the course uses JAR - FSTD A & H as the core documents when teaching, specific attention is given to FAA CAR Part 60 and it's relationship to JAR - FSTD.  Should students wish to discuss and compare their own NAA's regulations, we will accommodate that in-class as time permits, and after-class if required.

Our course objectives are to provide every student with the knowledge and intent of a FSTD evaluation process, how to identify and apply the regulations and standards, and allow them to experience and practice hands-on evaluation tasks.

This course is recognized by the European JAA-TO and aims at preparing Regulatory Authority Inspectors and personnel of Operators or FSTD Manufacturers, who may be responsible for carrying out evaluations of Flight Simulation Training Devices. Training will be provided in the interpretation and implementation of the European Joint Airworthiness Authorities (JAA) and the Federal Aviation Administration Regulations related to Flight Simulation Training Devices. Information in respect of the new ICAO Doc 9625 issue 3 (Manual of Criteria for the Qualification of FSTD) will be included.

Target Audience

• Authority personnel, with emphasis on staff responsible for FSTD Evaluations.
• FSTD Operator personnel and others who are not familiar with FSTD evaluations or the regulations
• FSTD manufacturing Industry personnel in general, but with emphasis on the evaluation and qualification of FSTD.
• Training Organisations who have particular responsibilities for the fidelity and qualification of FSTD.
• Military personnel responsible for the evaluation/fidelity of FSTD
• Individuals involved with the preparation of specifications and acquisition of FSTD's
• Individuals wishing to learn more about the quality system requirements of FSTD qualifications

Note: Piloting experience is not required, but can be a valuable attribute.

Course Duration

A typical course lasts 5-6 days depending upon location and background of students.  The subject matter covered on the 5 and 6 day courses are essentially the same, but the 6 day course contains more hands-on exercises in the FSTD and classroom.  5-day courses are usually run Monday to Friday inclusive, and 6-day courses run Monday to Saturday inclusive, both during normal working hours,  however, we are flexible with our schedule should a customer wish to run a course on other days.

Sample schedules for the courses can be supplied upon request.  Please contact us if you would like to review these.

Course Content

The course is a blend of classroom lectures, interactive exercises, and practical exercises on level D FSTD's.  The classroom lectures are used for in-depth study of the Joint Aviation Requirements (JAR-FSTD), the FAA’s CFR Part 60 and their relationship, to covering the qualification of all FSTD's. Other countries regulations are discussed, as appropriate, and compared to JAR-FSTD & CFR Part 60 according to the nationality of the students.  The study ranges from the Full Flight Simulator, through Flight Training Devices, Flight & Navigation Procedure Trainers to Other Training Devices such as Basic Instrument Training Devices.

Both fixed-wing and rotary-wing requirements are covered.

During this phase the student is also given the opportunity to work with Qualification Test Guides (QTG) from actual FSTD and to review the requirements of a Quality System for FSTD, that is a part of the qualification process. Both fixed-wing and rotary-wing requirements are covered.

• The JAR FSTD, its origin, & development and transition to EASA
• The historical function, structure and responsibilities of the JAA vs. National Authorities
• FSTD Joint Implementation Procedures (JIP)—the principle and methodology of Standardization Teams.
• All related documentation for the evaluation and qualification of a FSTD
• JAR-FSTD—the format and the use of JAR FSTD A & H and ACJ for all items including the intent of the Regulations.
• Qualification Test Guide (QTG) requirements and their relationship to Acceptance Test Guides
• The process and good practices for running QTG's
• Planning a Qualification evaluation.
• Visual systems using test patterns and equipment (also demonstrated and evaluated in the FSTD).
• Review of the requirements of a Quality System with practical examples of an approved Quality Plan.
• FSTD Data issues: "flown" data, substitute data, engineering data.
• Regulatory requirements for updating or modifying FSTD's
• Special issues related to helicopter FSTD's
• ICAO 9625 issue 3 development and it's implications
• Interim situation until EASA regulations come into effect

During the practical exercises on level D FSTD's, typically 12 hours on a selection of qualified operating simulators, we guide the students on  how to prepare for evaluations, how to run QTG's, and how to analyze the results obtained, both for automatic and pilot-flown QTG checks.  The students perform the QTG checks with instructor guidance, a true hands-on experience.

In addition, the students are set a practical evaluation exercise whereby they are given (in teams) a scenario typical to those with which an inspector would be faced.  The teams are set the task of evaluating an actual simulator, analyzing the results/findings, and writing a report.  They are then require to present this report to the the simulator operator, which is the role TTI plays in this scenario, and making a decision as to the qualification of the FSTD.  We try to make this as real-world as possible !!

Course Documentation

The documentation provided with the course will provide each student with a copy of each of the relevant JAR-FSTD  A & H documents covering fixed and rotary wing aircraft plus the corresponding FAA documents. In addition the student will receive a copy of Volume 1 and Volume 2 of the Royal Aeronautical Society’s "Simulator Evaluator’s Handbook" plus the Course Notes specially written by TTI.

Student Qualifications

To obtain the greatest benefit from the course, the intending student should have a background in flight simulation, or some regulatory, pilot, or simulator engineering experience. The course is recognized by the JAAT as providing an essential part of the training for National Authority Inspectors. It is promoted as a means of harmonizing the criteria and implementation of the regulations between different nations. Successful completion of the course will result in the award of a TTI certificate endorsed by the JAA-TO.

Class Size

Courses are arranged for groups of twelve students and are instructed by three/four experienced evaluators.

Course Locations

The JAR-FSTD Evaluators’ Training Courses are held at various locations at which access to flight simulators can be arranged.
